I feel silly asking this but it tells you to open 10 valves,I am sure I have done this, it says 10 valve are open but it still gives me the option to open and close more.I also can see the yellow arrows,but can't seem to get to them.Can you help please.

I HAVE FOUND THE MAP TO THE SEWERS,BUT CAN'T MAKE OUT WHAT THE NUMBERS MEAN.

Please stick to posting only one topic per question, and don't start a poll.
The numbers on the map mean how many valves that switch opens. All you need is your total to be 10. So you could do 6+4=10, or 3+3+4, or 5+1+4, etc. You only want 10 valves; no more and no less. You can press the switches on and off but it won't keep adding valves; when you turn a switch off it subtracts the number of open valves that it previously added.
Once you have a total of 10 valves open you need to go to the dead-end room with the large pool. Where is this room? Look at the map. See the path that leads to the area with the 1&3 switches? Instead of going in the room there, just continue along the path and you'll arrive at the room you want. The pool will be drained of water if you opened 10 valves.
