Is the encounter rate significantly lowered/raised once you hit 70? Because I've been wandering all over the Monster Hunter Island and other areas of the world and have yet to get into even one battle.

Because I've been wandering all over the Monster Hunter Island and other areas of the world and have yet to get into even one battle. The WM has encounter rate caps just like every dungeon. If you gain too many levels, you get less encounters, until eventually you get zero. This is to prevent excessive level gaining and promote game balance, since given the engine experience curve it's really easy for players to gain levels fast no matter the design or adjustments. As you progress through the story the level cap will be raised on the WM so you can get encounters there again.

I guess I'll have the ability to encounter monsters on the world map again after I make it to the Forgotten Continent?

Yes. The Forgotten Continent has a quite high level cap... 80+ to 90 I believe.

Also, you will max out soon after that, and start relying much more on having top weapons rather than gaining levels.
