Some NPCs in that bar mentions that the bar is actually 3 floors high, but 2 upper floors are closed for repair, so the door leading there is locked, but there is no door in the building (it was there in v3.13). So either DJC forgot to put a locked door there, or correct dialogue (I assume the second).
Side note (offtopic) 1
I was wondering is everlong was planned as anime - styled game by DJC or it was supposed to be real (west-style) looking rpg but RPG maker engines mostly limits to anime style graphics. I guess player can decide (imagine) it both ways depending on what they like better, I for one more comfortable with anime style.
Side note 2
About NPCs in towns. I know it was discussed before that there are too much NPCs in most locations, that it was supposed to be like real towns with many people etc. I would like to mention also placement of those NPCs, I mean look at Herbtown for example, I can uderstand tons of people in the square, I can understand many people in the bar and library and even in big houses (mansions) like maids, buttlers, other staff.... What I can't understand for example is, why are there people (as in more then 3) in the item shop, sitting at the tables chatting and (maybe) drinking.... I mean you have half-empty bar downthe street. It's not like they buying or browsing. Same with armor shops and weapon shops. Also too many people in ordinary house is also......weird, I mean it doesn't happen often but unless they're throwing a party in there (witch isn't the case).....how big can a family living in 1 house be? I know that in some cases there are refugees and stuff, but still.........
